How to fill out a PDF form without uploading it (free)

PDF forms tend to be the most personal documents you handle: tax forms, medical intake sheets, rental applications, school paperwork. Most online form fillers ask you to upload the document to their servers before you can type a single character into it, which means the form — and everything you enter — passes through someone else's computer.

That upload is unnecessary. A modern browser can render a PDF, detect its form fields, accept your answers, and export the finished copy entirely on your device. That is how the pdfmend editor works: there is no document upload operation at all, so the form never leaves your machine.

This guide covers both kinds of forms you will run into: real fillable forms with interactive fields, and flat forms that are just a picture of lines and boxes.

PDF forms come in two flavors, and the right tool depends on which one is in front of you.

• A fillable form contains interactive fields — text boxes and checkboxes that were built into the file. Click one and your cursor lands inside it.
• A flat form only looks like a form. The lines and boxes are drawn graphics with no interactive fields behind them, which is typical for scanned paperwork.

You do not have to guess. Open your file in the editor and check the Form fields panel: if the document has supported fields, they are listed there. If the panel finds nothing, you have a flat form — skip ahead to the Text tool section below.

1. Open the editor and choose your PDF. Your browser reads the file locally; nothing is sent to a server. During the free launch, documents up to 100 MiB and 250 pages are supported.
2. Open the Form fields panel. It lists the supported fields the document contains — text fields, checkboxes, radio buttons, and dropdowns.
3. Work through the fields: type into text fields and tick the checkboxes that apply. You can move through the panel or click fields directly on the page.
4. If the form asks for a signature, select the Signature tool, draw your signature, and place it on the signature line. It is a visible mark, not a certificate-backed digital signature — see the signing guide for the details.
5. Click Export PDF. The completed form is generated in your browser and saved to your device, with no watermark.

If you spot a mistake at any point, Undo steps you back without starting over.

Scanned or printed-to-PDF forms have no fields for the Form fields panel to find, but they are still easy to complete. Select the Text tool, click where an answer belongs, and type. Each entry is its own text box, so you can drag it until it sits neatly on the line, and zoom in first when the blanks are small or close together.

For checkboxes on a flat form, a quick mark with the Ink tool works well: draw a small check or an X inside the box. When everything is in place, export as usual — the answers become part of the exported copy.

One honest limitation: pdfmend does not run OCR and cannot edit text that is already printed on the form. You are adding your answers on top of the page, not rewriting the document.

If you fill in the same kind of form repeatedly, you can save an optional reusable form preset. It is stored in your browser only — never on a server — and it expires after up to 30 days. Next time you open a similar form, the preset saves you retyping the answers you use most often.

Like every optional memory feature in pdfmend, it is off by default. The account page lists everything stored locally, and Clear all local data removes it all instantly, without a network request. The full details are on the privacy page.

Think about what a typical form contains: your legal name, address, date of birth, sometimes financial or medical details. When you upload that to an online form filler, the completed document may sit in server logs or backups under a retention policy you have never read. When you fill it locally, there is nothing for a service to retain. The file is opened by your browser, your answers exist only on your device, and the export is written straight back to your disk.

That is the whole model: no account, no upload, no watermark, and a finished form that only you have ever seen.
